Job Title: Project Manager – IN-FSSA
Location: Indianapolis, IN 46204 (Onsite)
Contract Duration: 12+ Months (Possible Extension up to 4 years)

Position Overview

The Indiana Family and Social Services Administration (FSSA) is seeking an experienced Project Manager to support the statewide implementation and coordination of EPSDT and Targeted Case Management (TCM) services for Medicaid-eligible youth transitioning into and out of carceral or juvenile justice settings. This role ensures compliance with Section 5121 of the Consolidated Appropriations Act (CAA) of 2023 and aligns with Indiana Medicaid’s whole-person, community-based care model.

Key Responsibilities

Strategic Program Oversight

• Lead the development and implementation of statewide EPSDT and TCM service delivery models.
• Oversee Medicaid delivery models ensuring care continuity 30 days pre- and post-discharge from carceral settings.
• Coordinate collaboration with Indiana Department of Correction (IDOC), Department of Child Services (DCS), courts, providers, and Managed Care Entities (MCEs).

Policy & Compliance

• Assist in the implementation of Section 5121 (CAA 2023) Medicaid policy.
• Support preparation of 1115 waivers and CMS deliverables.
• Ensure compliance with CMS EPSDT and TCM requirements and maintain audit readiness.

Care Coordination & Systems Integration

• Design workflows connecting juvenile facilities, managed care, behavioral health, and primary care.
• Develop referral, enrollment, and follow-up mechanisms pre- and post-release.
• Ensure trauma-informed, culturally competent care planning.

Data, Quality & Evaluation

• Develop KPIs, dashboards, and evaluation strategies to measure outcomes.
• Monitor metrics related to service access, continuity, and outcomes.
• Ensure integration of eligibility, claims, and transition data across FSSA.

Stakeholder Engagement & Technical Assistance

• Facilitate statewide stakeholder groups, task forces, and cross-sector training.
• Provide technical assistance to MCEs, juvenile justice staff, and local partners.
• Support Government Affairs Director in CMS discussions.

Required Qualifications

• 5+ years of Project Management experience (preferably with Medicaid, juvenile justice, behavioral health, or public systems reform).
• Bachelor’s degree in Social Work, Criminal Justice, Psychology, or related field.
• Strong understanding of project management methodologies and tools.
• Experience developing policies, workflows, and operational models.
• Experience with KPIs, dashboards, and performance evaluation.
• Proven ability to lead stakeholder groups and deliver cross-sector training.
• Excellent verbal and written communication skills.
• Strong organizational and time management skills.

Preferred Qualifications

• Knowledge of EPSDT, TCM, Medicaid managed care, or juvenile justice systems.
• PMP or similar project management certification.
• Familiarity with Indiana healthcare delivery system and Medicaid waivers/SPAs.
• Experience implementing CMS policy changes or new Medicaid benefits.
• Experience working with justice-involved individuals.
• Prior government or public-sector project experience.

Additional Requirements

• Position is onsite Monday–Friday (7.5 hrs/day) – must accept this condition.
• Approximately 30% in-state travel required – must accept this condition.
• Must be able to pass FSSA fingerprint check prior to engagement.
• Must attend in-person interview during the hiring process.
