SUMMARY: Responsible for managing, overseeing and performing the daily operations, maintenance of airport grounds and facilities, and administration of the airport facility which includes planning, organization, and supervision to assure safe and efficient operations. Performs administrative duties. The employee is required to be on duty before, during, and after natural disasters and emergencies, as directed by the supervisor.

ORGANIZATIONAL RELATIONSHIPS: Individual is responsible to, follows policies established by, and is

appointed by Commissioners Court. Provides support to Commissioners Court and keeps the court informed on issues that directly impact county business. Keep the County Judge and Commissioners informed on the general operations of the department and notify the Commissioners on situations, as needed. Establishes and maintains effective working relationships with all county officials, department heads, governmental jurisdictions, the private sector, and the public.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Other duties may be assigned.

  • Manages, oversees and performs the daily operations, maintenance, and administration of the airport facility which includes planning, organization, and supervision to assure safe and efficient operations.
  • Prepares, implements, and monitors the airport’s operational and capital budget.
  • Interprets and enforces federal, state, county and local rules and regulations governing the airport.
  • Negotiates and administers leases and concession agreements with airport tenants.
  • Attends all Nueces County Airport Advisory Board meetings.
  • Enforces County and Airport policies, procedures and safety practices.
  • Promotes airport development through marketing activities to maintain existing tenant base as well as to attract and build tenant base through ongoing development of the airport.
  • Coordinates and implements the Nueces County Airport Master Plan.
  • Solicit and follow through with TxDOT and FAA grants for special airport projects, improvements, maintenance and operations.
  • Oversees scheduled and unscheduled maintenance on airport buildings and grounds.
  • Purchases aircraft fuel and conducts retail fuel sales.
  • Conducts credit card transactions and maintains record of all cash and check sales.
  • Prepares and makes bank deposits.
  • Collects monthly hanger rents and deposits in bank.
  • Operates a Public Address system.
  • Inspect airplane runways and apron area for safety. Removes objects from paved areas for airplane and customer safety.
  • Periodically inspects buildings and hangars to detect fire hazards and violations of airport regulations and examines firefighting equipment to detect malfunctions.
  • Oversees the maintenance of runways and taxiing areas. Cleans, fills, and lights smokepots used to indicate wind direction, and repairs or replaces windsock and other wind indicating devices and replaces defective bulbs and fuses in lighting equipment such as landing lights and boundary lights.
  • Communicates with County departments, Commissioners Court, and the Nueces County Airport Advisory Board.

EDUCATION and/or EXPERIENCE: Bachelor’s degree in Airport Management, business, public administration, or a related field and five years aviation experience; or an Associate’s degree in Airport Management, business, public administration, or a related field and seven years aviation experience; or high school or GED and ten years aviation experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Prepares monthly sales reports addressing itemized fuel sales, airplane hangar rents, etc. Prepares fuel sales receipts. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole

numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and utilize calculator in preparing sales receipts, deposits and reports.

REASONING ABILITY: Ability to apply common sense understanding to carry out instructions furnished in

written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS: Current valid Texas Class A or B Operator’s License. Certification as an Airport Manager and Pilot’s license are preferred. Texas Class A and Class B UST Facility Operator Training

OTHER SKILLS AND ABILITIES:

  • Knowledge of Aviation Management, including development and implementation of safety programs involving Airport Operations.
  • Knowledge of Federal, State, County and local regulations pertaining to airport management and operations.
  • Knowledge of Airport operations, maintenance and security.
  • Knowledge of methods, procedures, and objectives of lease and contract negotiation and management.
  • Knowledge of methods and procedures of bookkeeping and accounting.
  • Knowledge of emergency response procedures related to aircraft accidents and procedures for notification to regulating authorities.
  • Knowledge of radio communication procedures and techniques.
  • Knowledge of Federal Aviation Administration (FAA) rules and regulations.
  • Ability to uphold professional and aviation industry standards and ethics.
  • Ability to negotiate and administer contracts for compliance and completion.
  • Ability to manage the operations of a general aviation airport, including maintenance of facilities and enforcement of regulations.
  • Ability to stay current on changing federal, state, county, and local guidelines and regulations pertaining to airport operations.
  • Ability to operate a personal computer using program applications appropriate to assigned duties.
  • Ability to operate a motor vehicle.
  • Ability to comply with OSHA requirements in the maintenance of the airport.

Employee is required to lift 5 gallon paint containers, 40 pound powdered lime and Malathion dust bags and boards and debris for disposal. Employee is required to climb ladder to refuel double wing aircraft. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
